Bylaws

 Article I – Name of Organization

Section 1.    The name of the organization shall be Beta Alpha Psi.  The name of  the chapter shall be the Eta Omega Chapter of Beta Alpha Psi.  The chapter was formally installed March 27, 1992.

 Article II – Governing Laws

 Section 1.  There shall be four classes of membership: Student, Faculty, Alumnus, and Honorary.  Any person wishing to be an alumnus must at some time have been initiated into the Eta Omega Chapter as a student.  Any person desiring membership under one of these categories must conform to the requirements set forth in the International bylaws Article III - Sections I, II, III, IV, VI.

 Section 2.  Eligibility in the Eta Omega Chapter of Beta Alpha Psi as an undergraduate requires:

  1.  Registration as a full-time or part-time undergraduate at East Tennessee State University

  2. A declared or intent to declare a major in Accounting, Finance, or Information Systems

  3. Having completed two years of collegiate cou

  4. Having completed one upper level course or be currently enrolled in respective major

  5. A cumulative GPA in respective major of 3.0 or the following:

  6. A cumulative GPA of 3.0, rank within the top 35% of their university class, or have attainted a 3.25 cumulative grade average on the most recent 30 semester hours.  The calculation of a student’s GPA will be based on university policy, unless that policy conflicts with International Beta Alpha Psi requirements.  The GPA requirements shall be checked and verified by the Vice President in charge of Pledges and the Faculty Advisor prior to initiation.

  7.  For students transferring from other academic colleges within the university, the last 30 semester hours will be considered in determining compliance with the grade requirements stipulated.  The most recent qualifying course must be at the initiating institution.

 Section 3.  Eligibility in the Eta Omega Chapter of Beta Alpha Psi as a graduate student requires:

  1. Acceptance or enrollment in a MBA, MAcc, or Information Systems program

  2.  Having an average of 3.5 or better.  The calculation of a student’s GPA will be based on University policy unless that policy conflicts with International Beta Alpha Psi requirements.

 Section 4.  Eligibility in the Eta Omega Chapter of Beta Alpha Psi as a faculty member: Any full time member of the accounting, finance, or information technology faculty of East Tennessee State University shall be eligible as a faculty member.

 Section 5.  Eligibility in the Eta Omega Chapter of Beta Alpha Psi as an honorary member: Any person who has achieved prominence in the  field of accounting, finance, or information technology may be elected as an honorary member.

 Section 6.  A one semester waiting period is required for all prospective members.  Pledges are required to be active in Eta Omega Chapter activities during the semester in which they pledge.  The appropriate activity level will be determined at the beginning of each semester by the chapter officers.

 Section 7.  Payment due date for dues and International initiation fees will be determined at        the beginning of each semester by the chapter officers.

 Section 8.  Candidates for membership must be present for the initiation ceremony. Initiation in absentia shall not be permitted.  The official initiation ritual must be used.  One initiation per semester shall be permitted.  Initiations are to be scheduled at the end of the semester and conducted by the officers currently in office.  The Vice President for Pledges and the Faculty Advisor will review the activity of all pledges to determine eligibility for initiation.

 Section 9.  Any pledge who fails to meet the participation requirements as determined at the beginning of the semester may stay as a pledge until they meet the requirements for membership.  International dues are paid only once by each pledge while chapter dues are paid each semester.

 Section 10.  Any member who fails to meet the participation requirements as determined at the beginning of each semester shall be placed on the inactive list and will lose voting privileges for a period of one semester.  If, at the end of the subsequent semester, the student has failed to be removed from the inactive list by meeting the participation requirements, that member will be considered for expulsion from the rolls of the Chapter and International under the bylaws of the International constitution.

Article III – Officers

Section 1.  The elected officers of the Eta Omega Chapter shall be the President, Vice-President in charge of Activities, Vice President in charge of Pledges, Reporting Secretary, and Treasurer.  The Faculty Advisor and Co-Advisor shall be appointed by the Chair of the Department of Accountancy.  Any chairperson deemed necessary shall be appointed by the elected officers.  The officers shall be elected in the manner prescribed by Article XV of the International Bylaws.  The officers’ duties shall be as follows:

  1. The President shall call and preside at the meetings, determine that all responsibilities of the other officers are carried out, and seek to promote the welfare of the chapter.

  2. The Faculty Advisor shall assure the continuity of the chapter and working relationship with the faculty, administration, and staff of East Tennessee State Universit

  3. The Vice President in charge of activities shall organize and supervise all activities of the chapter including professional meetings, socials and volunteer activities.

  4. The Vice President in charge of Pledges is in charge of keeping up with pledges, making sure pledge members fulfill all requirements, coordinating the two initiation ceremonies and informing members of current activities. 

  5. The Reporting Secretary shall maintain the records of chapter activities and report said activities to the International office.  The reporting secretary shall also help the Vice President of Pledges track pledge activities.

  6. The Treasurer shall collect the monies owed to the chapter, disburse money for authorized purposes, maintain the chapter’s books, and submit the audited financial statements for the fiscal year to the Co-Advisor.

 Section 2.  The elected officers and the appointed committee chairpersons shall make up the Executive Board of the Eta Omega Chapter.  The Executive Board shall carry out the business of the Chapter when feasibility of Member voting is absent.

 Article IV – Meetings

 Section 1.  Meetings of Eta Omega Chapter shall be held at times and places determined by the officers prior to the beginning of each semester.

 Section 2.  The types of meetings that may be held shall be as follows:

  1.  Professional Meetings:  The Eta Omega Chapter shall sponsor a series of presentations on areas of interest in the field of  Accounting, Finance, and Information Systems.   Speakers may be either professional guests or students.  The meeting will be open to all interested students of East Tennessee State University.  Chapter members and pledges are required to attend.

  2. Chapter Meetings:  The Eta Omega Chapter shall hold business meetings as deemed necessary to conduct “ordinary” business of the chapter such as planning specific activities, monitoring the program of the chapter and nomination and election of officers.  Chapter members and pledges are required to attend.

  3.  Executive Meetings:  Monthly officer meetings shall be held to monitor the progress of the chapter.  The President may call additional officer meetings at any time.  All officers and committee chairpersons of the Chapter are required to attend.

         Article V – General Rules

Section 1.  Dues for Eta Omega Chapter shall be determined by the officers prior to the beginning of each year.

 Section 2.  Chapter officers shall be elected by a vote of its active members at a scheduled business meeting.  Nominations shall be made by the Officers or a Nominating Committee selected by the Officers.

 Section 3.  Voting on all matters requires active membership.  Verification of eligibility for voting shall precede balloting.  When deemed necessary, the Officers may hold voting through e-mail.

  1. Quorum.  A quorum shall consist of more than 1/3 of all active members of the chapter.

  2. Approval.  A majority of the quorum is required to carry a motion.

 Section 4.  In the event of a vacancy in an office, except for President, the officers shall

appoint a replacement subject to two-thirds vote by the active members of the chapter.  The Vice President in charge of Activities shall become the President if the presidency becomes vacant during the semester.

 Article VI – Adoption and Amendment

Section 1.  Adoption of these bylaws requires approval by two-thirds of the active membership of the Eta Omega Chapter.

 Section 2.  After consultation with the Faculty Advisor, these bylaws may be amended by a vote of two-thirds of the active members present at the prescribed meeting.  The notification in writing one meeting prior to the vote.  Voting on the proposed amendment shall take place at least one week following the notification.
